Luzon railway project to be finished in 2020

Major parts  of a Luzon railway master plan covering almost 700 kilometers will be completed  by 2020. The project is  part of the government’s wider goal to maximize the use of  mass transit systems that would possibly  cut the numbers of  private vehicles cruisin the  roads, a senior Transportation Department official said yesterday.

The reported projects, the 36.7-km North South Commuter Railway from Tutuban to Malolos in Bulacan and the 653-km North South Railway project-South Line (Manila to Legazpi City in Albay), will be enforced  under a public-private partnership (PPP) structure, were permitted by the National Economic and Development Authority Board on Monda

According to Transportation Secretary Joseph, the estimate cost of the project that will span most of  the existing Philippine National Railways’ right of way, was P288 billion.

Why was the railway in Northern Luzon, from Tutuban to San Fernando, La Union being neglected? Why was it excluded from the Master Plan. Tutuban to San Fernano City, La Union is only about 200 km. more or less. Is the government being selective on planning a project with the private sector? If I remember right in on one of the President’s SONAs, that a railway project will be constructed from Metro Manila to Northern Luzon including Cagayan Valley and Ilocos Regions. I sensed that the entire Northern Luzon is being neglected in the planning of various projects in the country including Visayas and particulary Mindanao.
